Haiyue (Hubei) Electric Co., Ltd. is invested in and constructed by Ningbo Haiyue Electrical Appliance Manufacturing Co., Ltd. The company has an annual production capacity of 15,000 units (sets) of smart power equipment, with products covering high- and low-voltage switchgear, ring main units, packaged substations, grid-connection cabinets for photovoltaic power generation, step-up grid-connection packaged substations for photovoltaic power generation, energy storage stations, inverters, charging piles, and more. With 30 years of experience, Ningbo Haiyue is a national-level high-tech enterprise and a leading player in the smart power equipment industry. Its products are primarily used by State Grid Corporation of China, Sinopec, CNOOC, Power Construction Corporation of China, and other major enterprises, and are also exported to Belt and Road countries and regions such as the Democratic Republic of the Congo, Lebanon, and Indonesia, demonstrating enormous market potential.
The 15,000-unit (set) per year smart power equipment project of Haiyue (Hubei) Electric Co., Ltd. covers an area of 94 mu and has a total construction area of 66,566 square meters. The project has successively been awarded the “First Batch of High-Quality Building Structure Projects in Xiaogan City for 2023” and the Hubei Provincial Award for High-Quality Structural Engineering.

From the very outset of its construction, the company has aspired to build a green, zero-carbon, state-of-the-art, intelligent manufacturing facility. To this end, it has implemented the IN3 digital management system to achieve end-to-end digitalization of the entire production process, thereby minimizing time waste and material losses, boosting production efficiency, and achieving cost reduction and efficiency gains.
She opened her smartphone, tapped to access the IN3 digital management system, and gently swiped the screen, instantly revealing a clear overview of the company’s order status, procurement, production, delivery, and other key operational metrics. At the entrance to the production workshop and at the end of each production line, the reporter saw large display screens showing real-time updates on every stage of the manufacturing process. “With end-to-end transparency across the entire value chain—from sales to production—and seamless information sharing among all departments, we can flexibly adjust our production plans,” she explained.
“The company operates under a project-order-based production model, providing customers with customized manufacturing services.” From smart products to intelligent management and operations, Haiyue (Hubei) Co., Ltd. has been advancing steadily and achieving remarkable results. According to the company, it took less than one month from contract signing to the start of construction, and less than 11 months from the commencement of civil works to the completion and commissioning of the project; just six months after commissioning, the company was officially classified as a “standardized enterprise,” with cumulative order value reaching RMB 50 million. Currently, the company’s production schedule is fully booked through the end of September.
On the very day of the reporter’s visit, the company hosted a product acceptance inspection by China Unicom customers and delivered a second batch of smart low-voltage switchgear, distribution boxes, and other products valued at RMB 4 million. Earlier, the company had already completed the phased delivery of more than 1,700 distribution boxes and switchboards for the Ningbo Metro project. “Just a few days ago, we obtained authorization to manufacture Siemens’ SIVACON 8PT low-voltage switchgear, which will help us expand our global business,” said Zhang Dongfang, Chairman of the company.
A well-designed project can stimulate an entire industrial value chain. While expanding into external markets, Hubei Haiyue is also actively fostering deep integration with the local industrial ecosystem in Xiaochang—on the one hand, absorbing copper wire and other products manufactured by local copper enterprises, and on the other, supplying power equipment to downstream firms. “Currently, the company has established close partnerships with local enterprises such as Hengsheng Cable, Weihang Intelligent, Yiwei Fire Protection, and Dinghong Equipment,” it said.

Under the guidance of the nation’s dual-carbon goals, the new-energy vehicle industry is booming at an unprecedented pace, with the rapid development of charging infrastructure serving as a pivotal enabler of this green revolution.
“The company has assembled an R&D team that, building on the photovoltaic power generation, energy storage, and EV charging infrastructure already in operation at the Xiaochang plant of Haiyue Company, spent three months developing an integrated ‘PV–Storage–Charging’ rapid deployment solution for new-energy vehicle charging stations.” This solution combines photovoltaic power generation, energy storage, and smart charging technologies to achieve centralized control and coordinated management of new-energy applications. The system supports multiple power sources, including solar, wind, and grid electricity, making it a domestically leading technical solution. It also enables flexible configuration of product functions, modular expansion, and rapid on-site assembly and plug-and-play installation, allowing a charging station to be fully installed in a single day. Moreover, if post-commissioning assessments reveal insufficient electric-vehicle traffic or other operational needs, the entire charging station can be relocated within a day to a more suitable site in another county-level area or to a temporary event venue—again, with a one-day dismantling and reinstallation process. This approach addresses longstanding challenges associated with conventional charging-station construction, such as extensive ground excavation, the need for dedicated civil-engineering foundations, lengthy construction timelines, the difficulty of relocating fixed equipment, and the lack of seamless integration among photovoltaic systems, energy-storage units, and charging piles due to their independent operation and disparate control-software platforms.
