On December 6, 2025, the Zhejiang Chamber of Commerce in Xiaogan City organized its member enterprises to visit Haiyue Electric, launching a joint outreach initiative titled “Uniting Strengths, Advancing Together—Discussing Development.” The event aims to build channels of communication and foster collaboration among members through on-site inspections and roundtable discussions.
First, a delegation from the Zhejiang Chamber of Commerce in Xiaogan City visited Haiyue Electric’s production facility and gained an understanding of the company’s practices in integrating production operations with Party-building efforts.

Subsequently, at the symposium, Hu Changjia, Deputy County Mayor of Xiaochang County People’s Government, delivered a special presentation to the attending Zhejiang‑based business representatives. He emphasized the local business environment philosophy of “treating entrepreneurs as family,” and cited Haiyue Electric’s “Haiyue Speed”—completing construction and commencing production in just 11 months—as an example of Xiaochang’s highly efficient government services. At the same time, he expressed his admiration for the Zhejiang entrepreneurs’ “Four Thousand Spirit” and extended a sincere invitation to deepen cooperation with the broader Zhejiang business community to jointly pursue development.

Zhang Leiming, Chairman of Haiyue Electric, shared his investment insights based on the company’s experience establishing itself in Xiaochang. He expressed gratitude to governments at all levels in Xiaochang for their precise and efficient support throughout the company’s establishment and growth, and outlined the latest progress the enterprise has made in areas such as qualification applications and green manufacturing. At the same time, he voiced his desire to strengthen industrial-chain collaboration with colleagues from the Zhejiang Chamber of Commerce in Xiaogan, working together to build a shared future.

Pang Zhen, President of the Zhejiang Chamber of Commerce in Xiaogan City, stated that the chamber will continue to serve as a vital bridge, upholding the principle of “uniting for mutual support and sharing resources,” and actively guide and encourage more member enterprises to pay attention to Xiaochang, conduct on-site assessments, and invest there. Together, they will seize the historic opportunities presented by the concluding phase of the 14th Five-Year Plan and the launch of the 15th Five-Year Plan, thereby achieving win-win outcomes and shared development between government and business.

This event enabled chamber‑of‑commerce member enterprises to gain a more concrete understanding of Xiaochang’s development potential, while also strengthening their willingness to collaborate with one another. It has thus laid the groundwork for subsequent, concrete industrial matchmaking and project‑based partnerships.
